Virginia's Electronic Procurement Model (eVA) and Small, Women-owned, and Minority-owned (SWAM) Procurement Program

eVA is the Commonwealth of Virginia's web-based, electronic procurement system. It is the way Virginia does business and offers registered companies 1) a single point for viewing all state business opportunies, 2) electronic notification whenever an opportunity is posted, and 3) easier access to information about Virginia's $5 billion dollars in purchases for use in planning and marketing. The Commonwealth of Virginia is committed to increasing state procurement from small, women-owned, and minority-owned (SWAM) vendors. The Governor of Virginia has set an aspirational goal for the state to spend 40% of its dollars with SWAM vendors. A vendor must be certified by the Department of Minority Business Enterprise as a SWAM business to take advantage of this state spending initiative.
